From Training to a Working Solution: How Artificial Intelligence Is Enhancing the Almaty City Project Office

The adoption of artificial intelligence and the development of digital skills are becoming key priorities in the modernization of public administration. This aligns with the Head of State's directive to integrate AI technologies into everyday government operations, enabling public institutions to automate routine tasks, improve the quality of decision-making, increase transparency, and enhance operational efficiency.

As part of this effort, the «Safe City» Implementation Group of the Almaty City Project Office participated in the Vibe Coding Bootcamp organized by Almaty HUB. The hands-on program demonstrated how modern AI tools enable even participants without programming experience to develop fully functional digital solutions.

Throughout the bootcamp, participants learned how generative AI can assist with writing software code, identifying errors, and accelerating development, while human specialists remain responsible for defining objectives, validating results, and making final decisions.

An AI Assistant for Project Management

The program resulted in the development of a pilot AI-powered assistant designed to automate one of the Project Office's core business processes.

Every day, specialists process thousands of documents submitted by hundreds of organizations. These documents must be manually reviewed for completeness, categorized, tracked, and accompanied by comments and status updates. Given the volume of information involved, the process is highly labor-intensive and susceptible to human error.

The newly developed solution is an omnichannel web platform that enables users to upload documents automatically, verify document completeness, monitor processing status, and receive comments through a single interface.

The system analyzes incoming documentation, identifies missing files and common inconsistencies, and provides real-time visibility into project implementation.

AI as a Tool for Experts

The developers emphasize that artificial intelligence is intended to support professionals rather than replace them.

By automating repetitive administrative tasks, project managers can devote more time to expert analysis, methodological support, risk assessment, stakeholder engagement, and informed decision-making.

Developed in just a few weeks, the prototype consists of more than 13,000 lines of software code and is already being integrated into real government workflows. The AI assistant can recognize document content, detect missing information and inconsistencies, and generate recommendations for staff. Tasks that previously required hours—or even days—of manual review can now be completed within minutes.

Scaling AI Across Government Processes

The next phase involves expanding the use of AI across additional business processes within the Almaty City Project Office. Planned applications include monitoring the implementation of official assignments, tracking project performance indicators, preparing analytical reports, improving communication with stakeholders, and automating other administrative functions.

The introduction of artificial intelligence represents an important step in the digital transformation of public administration, helping government institutions become more efficient, transparent, and focused on delivering measurable results.
