On November 3, 2017, OpenAlmaty, with the assistance of the Almaty City Development Center, held a meeting with the population and the expert community on the theme of «The Concept of Greening the City of Almaty» on the basis of the public reception of the Mayor's Office of Almaty.
The project is being developed by the Natural Resources and Environmental Management Authority. The meeting was attended by the deputy Temeshev A.S., the head of the contracting organization «Project Institute of Almatygiprogor - 1» Satybaldiyev A.O., representatives of state bodies, public organizations in the field of environmental management, landscape design, environmental protection, as well as the media.
In his speech, Satybaldiyev A.O., head of the contracting organization of the Almaty-Giprogor Project Institute 1 LLP, noted that today the actual number of green spaces is 3 square meters per person. In this regard, there is an imbalance and the need for urban landscaping. The main purpose of the concept is to bring the level of green spaces of public use to 13 sq. m per person. It is also necessary to strengthen the protection of water protection zones due to the increasing number of private buildings and to apply the practice of international experience in the development of embankments.
The development of the Concept takes into account the soil zoning of the city, hydrological conditions, the variety of rocks and the development conditions of various urban areas of Almaty. The classification of green spaces in the city will be carried out. The need to make changes to the Model rules for the maintenance and protection of green spaces, rules for the improvement of cities and settlements, adapting them to the conditions of the city of Almaty, was noted.
The purpose of the project concept is to determine the methods and recommendations for zoning the territory, to determine the composition and list of tree species and other green spaces for landscaping in Almaty.
The meeting also described the sanitary condition of the green spaces of Almaty, provided statistics on the districts, as well as proposals to improve the state of green spaces in the city, taking into account various plant diseases.
«The topics of priority areas of green construction development are highlighted in detail, namely the problematic issue of bringing the territories in accordance with the established borders, as well as the fact that one of the necessary conditions for the development of green construction is to carry out an inventory of green spaces, establish compliance with the facilities for their intended purpose, record and forecast measures to improve their sanitary condition. The mechanisms and tools for the development of the territories, namely the institutional management of green construction, financial and economic mechanisms, as well as the block to improve the regulatory framework are described,» V.V. Meshkov, member of the Working Group said at the meeting.
He also noted that the Working Group had conducted an analysis of the regulatory framework, which revealed that there was a need to develop different methods, rules and recommendations, such as:
- The method of choosing sites for landscaping
- The method of designing the city's public spaces
- Rules for selecting planting material
- Rules for planting trees and shrubs
- Rules for the care of green spaces, etc.
The next meeting to discuss the project «The concept of greening the city of Almaty» will take place in late November.
