A meeting was held in Almaty to discuss Almaty's new opportunities as part of the clarification of the law on the special status of the city. More than a hundred people took part in the discussion, including representatives of the Nur Otan party and heads of departments. The new amendments to the law expand the powers of the Almaty Mayor's Office on the improvement of the metropolis.
«The current law on the special status of Almaty was adopted in 1998. It contained only 5 articles and provided only 13 powers of the mayor's office of the city of Almaty. Unfortunately, of these 13 powers, 8 were duplicated by a different law - a law on local self-government, which was passed later, not in 98, but in 2001. The situation was such that the city had only 5 powers,» said Batyr Alimzhanov, managing director of the Almaty City Development Center.
On the agenda were the development of the economy, health, entrepreneurship, architectural image and greening of Almaty. The participants of the meeting discussed equipping the city with toilets, parking lots and social institutions. Their construction will be possible with increased funding for the city. In addition, the architectural appearance of the metropolis will change.
The City Planning Department and urbanists have begun to develop the requirements for the construction of summer playgrounds near the establishments. Under the new rules, landscaping issues will also be addressed. In case of illegal felling of trees, the intruder for one destroyed planting will be obliged to plant 100 new ones.
«A working group of activists, environmentalists, scientific people, dendrologists has been created. And we started to develop new rules. In the old rules we had nothing at all. There was no instruction, no standards, no methods. In the city, the trees were planted chaotically. Whoever cut them off. They said that sanitary pruning, but in fact the trees were killed,» said Yerzhan Seytenov, head of the city's green economy department.
